Improving the conditions for temporary housing of stray animals in shelters
Stray animals are animals that are outside the housing sites and for which control by the owner of the animal and (or) the responsible person has been lost.
In the Republic of Kazakhstan, the rules for keeping stray animals in shelters are regulated by Order No. 175 of the Minister of Ecology, Geology and Natural Resources of the Republic of Kazakhstan as of May 23, 2022 'On Approval of the Rules for Keeping Animals in Animal Shelters, Zoological Hotels, temporary animal detention centers, animal rehabilitation centers, zoological nursery farms, contact zoos, adjustable menageries.

Most shelters for stray animals in the Republic of Kazakhstan are private initiatives of empathic individuals and public associations. At the same time, most shelters are often deprived of adequate support from the state and sustainable sources of funding, which does not allow their owners to provide high-quality maintenance and treatment of stray animals.

As part of this project, the Animal Law Center sees its task to:

identify the main problems of regulatory regulation and law enforcement practice and ways to resolve them

to develop organizational support for shelters for stray animals permanently. Such support, first of all, can be provided by university students (organization and holding of charity events, physical and other assistance)
