Legal responsibility for animal cruelty
The Law of the Republic of Kazakhstan 'On Responsible Treatment of Animals' (Article 29) imposes legal liability for violation of the legislation of the Republic of Kazakhstan in the field of responsible treatment of animals.

The main types of legal liability in this area are criminal and administrative.
Analysis of law enforcement practice under Art. 316 of the Criminal Code of the Republic of Kazakhstan (Cruelty to animals), as well as Art. 407-1 of the Code of Administrative Offenses of the Republic of Kazakhstan (Cruelty to Animals), Art. 407-2 of the Code of Administrative Offenses of the Republic of Kazakhstan (Violation of the legislation of the Republic of Kazakhstan in the field of responsible treatment of animals) showed the presence of a significant number of various problems that significantly reduce the level of legal protection of animals in our country.

To achieve project results, the following tasks must be resolved:

to study the law enforcement practice of these types of offenses to identify existing problems

to develop criteria for improving the effectiveness of the investigation of offenses in the field of animal treatment
3
to study the best world animal protection practices through institutions of criminal and administrative responsibility
4
to develop proposals for further improvement of national legislation
